Providing higher resolution indicators of rurality in the Surveillance, Epidemiology, and End Results (SEER) Database: Implications for patient privacy and research

Moss JL, et al. - Currently, county-level information on rurality for cancer patients in its catchment area is obtained from the NCI's Surveillance, Epidemiology, and End Results (SEER) database. Researchers here examined if etiologic and surveillance studies would improve with more nuanced measures of rurality. Using U.S. Department of Agriculture's Rural Urban Commuting Area (RUCA) codes and U.S. Census data on percentage of the population living in nonurban areas, analysis of disclosure risk was done and a sample utility analysis of census tract–level measures of rurality was conducted. They performed evaluation of the risk of disclosure by measuring the percentage of census tracts and cancer cases that would be uniquely recognized by a combination of these two rurality measures with a census tract-level socioeconomic status variable. Addition of the RUCA and Census rurality measures to a specialized SEER 18 database has been performed. To perform analyses of urban/rural differences in cancer incidence and survival, access to this database could be requested.
